Use the Plan Management (PM) Community to view issuer- and plan-level data and perform a number of QHP certification activities.
Use Plan Preview to see how plan and issuer data will display in “Plan Compare” on HealthCare.gov, identify errors, and make corrections.

Use the Plan Withdrawal Form to withdraw plans as needed before the final submission deadline.
Issuers intending to offer QHPs or SADPs in the FFEs, including issuers in states performing plan management functions, must sign the QHP Certification Agreement and Privacy and Security Agreement and the Senior Officer Acknowledgement, and complete the final plan confirmation process.
CMS may offer data change windows after the QHP certification period for issuers to make certain types of additional pre-approved changes to their QHP data.
CMS monitors QHP issuers for ongoing compliance with certification requirements. Issuers may be selected for a compliance review at any time during the year.
